Laws in the Republic of Slovenia that include the rights of people with deafblindness:

Pravilnik o tehničnih pripomočkih in prilagoditvi vozila (Uradni list RS, št. 71/14, 37/17 in 57/18)  / Rules on technical aids and vehicle adaptation (Official Gazette of the Republic of Slovenia, Nos. 71/14, 37/17 and 57/18)

It entered into force in 2014. With these rules, deafblind people acquired their first right under Slovenian law. It discusses the conditions and procedures for exercising the right to technical aids (personal computer, electronic magnifier, mobile phone, house bell light, vibrating alarm clock, etc.).

Zakon o osebni asistenci  (Uradni list RS, št. 10/17 in 31/18) /  Personal Assistance Act (Official Gazette of the Republic of Slovenia, No. 10/17 and 31/18 )

It started on 1 January 2019. According to the Personal Assistance Act, deafblind people have the right to personal assistance for communication needs or escorts for 30 hours a month, but they can apply for full personal assistance if they meet the conditions.

Zakon o socialnem vključevanju invalidov (Uradni list RS, št. 30/18) / Social Inclusion of the Disabled Act (Official Gazette of the Republic of Slovenia, No. 30/18 )

It was partially implemented in January 2019, when it replaced the Social Protection of Mentally and Physically Handicapped Persons Act. The law defines the procedure for acquiring the status of a disabled person, cash benefits (disability allowance, assistance and care allowance, family pension and family disability allowance) and support services (training for independent living, lifelong learning, living with support).

Zakon o celostni zgodnji obravnavi predšolskih otrok s posebnimi potrebami (Uradni list RS, št. 41/17) / Integrated Early Treatment of Preschool Children with Special Needs Act (Official Gazette of the Republic of Slovenia, No. 41/17 )

It started on 1 January 2019. It discusses the provision of communication and learning in adapted ways of communicating with the deafblind in kindergarten, institution or other appropriate institution, as well as the help of a sign language expert or an expert in adapted communication and work with the deafblind.

Zakon o izenačevanju možnosti invalidov (Uradni list RS, št. 94/1050/14 in 32/17) / Equalization of Opportunities for Persons with Disabilities Act (Official Gazette of the Republic of Slovenia, No. 94/1050/14 and 32/17 )

The Act stipulates that deafblind persons who meet the conditions for the definition of deafblindness under this Act or the Rules governing technical aids and vehicle adaptation are also considered disabled. In order to acquire rights under this Act, it is, therefore, necessary to regulate these by implementing regulations.

Konvencija o pravicah invalidov / Convention on the Rights of Persons with Disabilities 

It was adopted on 13 December 2006 in New York and entered into force on 3 May 2008. Slovenia ratified the Convention on 24 April 2008 as a third EU country. The Convention on the Rights of Persons with Disabilities includes and recognizes deafblindness and ways of communicating with people with deafblindness.
